They go through the process, get the certificate, and file it away. Then they never actually use it. That's the real problem with MSME registration in India. Not that it's difficult - it isn't, it's genuinely free and takes under 30 minutes online. The problem is that most registered MSMEs don't know what the certificate actually unlocks. The older registrations - Udyog Aadhaar and EM-I/EM-II - were replaced by Udyam. If your business has an old Udyog Aadhaar registration, it was valid until December 31, 2021. Who Can Register Manufacturing enterprises, service enterprises, traders, retailers, and most businesses that produce goods or provide services. From a standalone proprietorship to a private limited company - all legal structures are eligible. A few important points on eligibility: No sector exclusion in principle - both manufacturing and service businesses qualify. A software firm, a design agency, a consultancy, a small factory - all can register if they meet the financial thresholds. Traders' eligibility has evolved - pure trading businesses (buy and sell without manufacturing) are eligible for Udyam registration, but their access to certain MSME schemes - particularly the priority sector lending benefits for manufacturing - may differ from manufacturing MSMEs. Companies, LLPs, partnerships, and proprietorships - all eligible. The registration is linked to the Aadhaar of the proprietor/partner/director and the PAN of the enterprise. MSME Registration Fees: What the Government Charges Zero. MSME registration - Udyam registration - is completely free. No government fee at any stage. No portal charge. No annual renewal fee. No fee for downloading the certificate. This is free registration in the literal sense. The Udyam portal was built specifically to eliminate the fees that existed under older registration systems. Anyone charging a "government fee" for MSME registration is misinformed or dishonest. There is no such fee. These are quoted upfront before any work begins. MSME Registration Process: Step by Step The Udyam registration process is entirely online at udyamregistration.gov.in . No physical application. No documents to upload. Aadhaar-based, PAN-verified, and self-declared. Step 1: Go to the Udyam Portal Visit udyamregistration.gov.in . For new registrations, select "For New Entrepreneurs who are not Registered yet as MSME or those with EM-II." Step 2: Enter Aadhaar Details The registration starts with the Aadhaar number of the proprietor (for proprietorships), managing partner (for partnerships), or an authorised signatory/director (for companies and LLPs). The name on Aadhaar must match the official records. An OTP is sent to the Aadhaar-linked mobile number for verification.
